Canada-Manitoba Sport Development Program
Goals of the Program:
Through the Canada-Manitoba Sport Development Partnership the two levels of government seek to:
- increase the level and range of participation in sport within Manitoba’s remote, isolated and inner urban communities, and especially among Manitoba’s Aboriginal and new immigrant populations
- mobilize the energies and resources of Manitoba’s sport, fitness and recreation sectors to address obstacles to access and participation in sport by remote and inner urban communities, and particularly by Manitoba’s Aboriginal and new immigrant populations
- generate continued, sustainable growth in sport participation through enhanced leadership at the local level
- engage other government departments, local governments, community organizations and the private sector to support the efforts of the sport and recreation sectors to achieve these goals
Program Criteria:
- The program within each target community must be sustainable beyond the life of the Partnership agreement and is dependent upon four key factors:
- human resources, in the form of enhanced local leadership capacity;
- access to ongoing financial resources to supplement and eventually replace the start-up funding;
- evaluation and long-term planning; and
- network development for knowledge/information sharing
- The communities will commit to supporting the increased participation in the sport and or recreation program(s), including financial support, providing volunteer leaders and individuals committed to coaching development
- The funding for this program reflects a projected ratio of approximately 75% sport funding to 25% recreation/fitness/health funding
- The program will provide ongoing skill development and training to participants from the ages of 6 to 18 in the target communities and leadership and coaching development for youth and adults from the ages of 16 and up
- Trained leaders and coaches with the support of parents and other groups from within their communities will run sport programs within a sport club framework
- All target communities/populations must include long-term goals of increasing participation in male and female sports reflecting a 50% female to male ratio
- The program will target a number of sports and communities/populations. The sports will reflect each community’s needs and ability to sustain ongoing participation and will have already established and extensive club infrastructure networks (i.e. be able to provide the communities with the necessary resources to establish their own clubs), and be affordable and accessible
- The communities must have existing facilities in which to participate, as this program does not have the revenue to build or upgrade facilities.
The criteria above highlight the main goals of the Canada-Manitoba Sport Development Program. However, each community group has the flexibility to discuss what would best work for their community, with the basic understanding that the program development must, to the best of each community’s abilities, be sustainable.
